Saint Paul Park is a small river city of roughly 5,000 people. The housing stock mixes older single-family homes near the commercial corridor on Hastings Avenue with newer builds closer to the edges of town. A lot of those older homes have original stucco or plaster exteriors that need attention, and the ones built in the 1960s through 1980s often have deteriorating EIFS that previous owners patched poorly. The Koch Refinery complex nearby is a local landmark most residents know well, and the industrial character of the area means some commercial buildings along the main corridors need exterior work too.
The climate here is hard on exterior finishes. Saint Paul Park sits near the river, which means higher humidity in summer and freeze-thaw cycling that hits stucco especially hard from November through March. Water gets into small cracks, freezes, and opens them wider. By spring, what looked like a hairline crack the previous fall is now a gap you can stick a finger into. Homes on the lower lots closer to Grey Cloud Island get more moisture exposure than properties on higher ground. Either way, stucco that isn't properly sealed and maintained doesn't last long in this climate.
